About Todd Feland

On November 4, 2013, Todd Feland was appointed by Mayor Michael R. Brown to serve as the City Administrator for the City of Grand Forks.  As the City Administrator, Mr. Feland plans, manages, and leads 10 City Departments including Public Works (Public Works Operations, Water Works, and Public Transportation Divisions), Engineering (Engineering, Inspections, and Electrical Divisions), Police, Fire, Public Safety Answering Point, Public Health, Planning and Community Development, Finance, Human Resources, and Information Technology Departments.  The City of Grand Forks has an annual budget of approximately $140 million and 450 full time employees. 

Prior to his City Administrator appointment, Mr. Feland was the City of Grand Forks Public Works Director.  As the Public Works Director, he planned, managed, and led the service planning and delivery.  His responsibilities also included human resources, planning of budgets, projects and capital investment for the Public Works Department including Sanitation, Wastewater, Water, Stormwater, Flood Protections/Greenway, Public Transportation, Dial-A-Ride/Senior Rider, Street Maintenance, Central Garage, and Public Works Facility, which consists of approximately one-third of the total City budget and full time employees.

As the Public Works Director and City Administrator, Mr. Feland manages and leads a highly effective organization in a comprehensive, collaborative, and integrative service and project delivery manner. He leads multi-year, comprehensive, and regional infrastructure master planning and financial development program, and an associated, complementary and integrated asset management program for sustaining capital assets and human resources.  He has helped lead a multi-year strategic infrastructure growth master plan in partnership with the Grand Forks Region Economic Development Corporation.  He has helped lead the integration of the Planning and Community Development Departments, and community development projects, including the greenway and downtown development efforts.

Mr. Feland received his Bachelor of Arts degree in Political Science and Psychology, and Master of Public Administration from the University of North Dakota.  He is a native of Mandan, North Dakota and resides in Grand Forks with his wife, Gina, and their two daughters.
